Victor Liakh

From 2005 to 2008, Victor was executive director of the Child Well-Being Fund Ukraine. Previously, he worked at the Ukrainian State Center for Social Services for Youth (1996–2001) and for UNICEF (2000–2001). Since 2009, Victor Liakh is the President of East Europe Foundation, a leading Ukrainian nonprofit development organization driving societal transformation through innovations, good governance, civil society and community development. Under his leadership, EEF has launched numerous humanitarian and volunteer initiatives in response to war-related challenges, including the “Shelter” project for internally displaced persons, support for frontline communities, and nationwide campaigns promoting mine safety and psychosocial resilience in schools. 

Since 2008, Victor has overseen programs totaling over $66 million in support, benefiting hundreds of communities and civil society organizations. He has been instrumental in advancing Ukraine’s digital democracy through platforms like Diia and E-DEM, while ensuring inclusive access to public services, especially in times of war. 

As a member of the Aurora Prize Expert Panel, Victor brings a hands-on perspective of supporting grassroots organizations, amplifying local leadership, and fostering human dignity amid war and adversity.
